Energization is the highest-risk phase of a capital project, and routinely the phase with the least clear ownership. The GC is tracking schedule. The electrical contractor is tracking their own scope. The commissioning agent is working systems. Nobody is holding the whole electrical state of the building.
So a bus gets backfed from a source two crews didn't know about, because they held different assumptions about the same piece of gear. An Energy Marshal exists to make that impossible.
What the role does

- Coordinates across the GC, the electrical contractor, the commissioning agent, and the owner's reps
The authority only works if it is independent. Not the GC. Not the electrical contractor. Nobody carrying schedule pressure to energize before it's safe. The role's whole value is that it can say no on a day when saying no is expensive.

A recognized discipline, not a novelty
Consultancies exist that do nothing but staff this role, and on large data center and pharmaceutical builds it is a standard line item rather than an unusual ask. What varies between them is who gets sent. The role carries authority to stop work on energized systems, which means it has to be held by someone the electricians in the room will accept — not a coordinator with a clipboard and a matrix.
The credentials that make the authority real
Master Electrician licensed in both North Carolina and South Carolina. NETA certified. NICET Level 3 in electrical power testing. Twenty-five-plus years in electrical power systems, including mission-critical data center commissioning, and 250+ arc flash assessments.
On this role the license is the product. An engineer with a modeling package cannot legally or practically do this work.
Who hires an Energy Marshal
Data centers, pharmaceutical, advanced manufacturing, and any capital project with a phased energization sequence. The buyer is the owner or the construction manager — not the electrical contractor, whose work this role independently checks.
